ABOUT THE COUNSELORS
William G. Baxter
is a New York State Licensed Mental Health Counselor who's extensive experience includes: Director of a receiving home for juvenile delinquents, caseworker for a foster care agency, Associate Pastor, 23 years of counseling families and individuals and presenter for national & international conferences and seminars.
He received a B.A. in Sociology in 1978, became an ordained minister in 1983, and received his Master degree in Education in Counseling & Human Development in 1986. In 1989 William became certified in mediation and conflict resolution.
In addition to his counseling expertise, William has been part of the adjunct faculty at Monroe Community College (MCC), Rochester, NY since 1998.
Donna M. Baxter
is a New York State Licensed Mental Health Counselor with over 23 years experience counseling families and individuals. She received a BS in Psychology (1984) and a Master Degree in Education in Counseling & Human Development. (1986).
Donna has mediation certification through both Cornell University and Upstate Family Mediation Training Institute, Rochester, NY. In addition to private practice, she has worked at Monroe Community College as a counselor and adjunct instructor for the past ten years.
Over the course of 29 years Bill & Donna have provided in-home supervision for 80 plus young children and adolescents through voluntary and court referred placements.
Karen Burns
is a New York State Licensed Social Worker with experience including working for Catholic Family Center in the Adoption Department, 8 years experience as a caseworker for Child Protective Services, and an Addiction Therapist for Unity Health.
Karen received her Master's Degree in Social Work from Roberts Wesleyan College in 2009. Her internship experience included working at the Counseling Center at Roberts Wesleyan College as a therapist and working at a local church in the care ministry.
Karen has additional experience as a youth leader for teenagers and facilitating support groups for people struggling with such things as; relationship issues, addictions, self identity issues, and past abuse issues.
As a new addition to Family Counseling and Mediation Services, Inc. Karen will be providing Family and Individual Counseling, Addictions Counseling, Abuse Counseling and Pre-Marital Counseling.
Elizabeth West, MSL
is a trained Mediator, specializing in Divorce Mediation and Conflict Resolution. She has her Master in Science Degree in Strategic Leadership and Management, Bachelor of Science Degree in Sociology and was trained in Mediation by Heister Mediation through the Upstate New York Mediation Training Institute.
She is a member of the New York State Counsel on Divorce Mediation (NYSCDM) and the Association of Conflict Resolution (ACR).
Elizabeth has over twelve years of experience working with individuals and groups to resolve conflicts and to create appropriate paths forward in their lives. She has worked for the past 9 years in Higher Education in the Rochester area, and is skilled in college planning, life transitions coaching and career exploration.
As a new addition to Family Counseling and Mediation Services, Inc., Elizabeth will be serving in a dual role. She is providing Divorce Mediation, Conflict Resolution, Child Support updates, and creation/updating of Parenting Plans as well as providing College and Career Counseling and Life Transition Coaching.
